“Hey, Hanks.” Inside the house, Nagato sealed the newly crafted “products” into freshly made scrolls. Holding a phone snail in his right hand and a black rod in his left, he asked, “Has the sea hawk you mentioned arrived?”
The phone snail, resembling Hanks with a mustache, responded, “Yes, I’ve already arranged for it to be delivered to you.”
“Good.” Nagato closed the phone snail.
A few days ago, Nagato had asked Hanks to bring him a bird with two specific traits: small size and high speed.
The task was simple and not much of a burden for Hanks. After receiving the assignment, Hanks consulted some knowledgeable people in Water 7 and quickly identified the best option within his reach—the sea hawk, a small predator known for its agility and ability to hunt in various environments, including deep into the ocean. This unique bird, despite being a hawk, was called a sea hawk due to its remarkable ability to dive and hunt in the sea.
The sea hawk’s attributes exceeded Nagato’s expectations, as he intended to use it as a surveillance and tracking tool.
Previously, Nagato’s attempt to use the Animal Path’s summoning technique had failed in Skypiea. He reflected on it later and concluded that the summoning technique should still work.
The summoning technique connects with contracted creatures, and although Nagato couldn’t summon animals from the Naruto world, he could establish new contracts in this world.
Moreover, for him, the contract was unnecessary. He just needed to convert the bird into a summoning creature using the black rod and Rinnegan.
Soon, the sea hawk arrived, delivered by Hanks’s men. Nagato thanked the courier and took the half-meter-long iron cage.
The sea hawk was a fierce bird. While an ordinary person might worry about being attacked, Nagato had no such concerns.
Entering the house, he opened the birdcage and grabbed the sea hawk, which was about 30 centimeters long. Before it could react, Nagato used the Human Path to extract its soul, leaving it lifeless silently.
Nagato’s chakra and ocular power began to flow into the sea hawk’s body. The black rod in his left hand fused into the bird’s back, leaving half of it protruding outside.
The transformation was quick since he wasn’t transferring the power of the Six Paths or requiring combat abilities from the bird. Within minutes, the sea hawk opened its eyes, now bearing the Rinnegan.
With a flap of its wings, the previously dead bird took flight. Nagato ceased the completed ritual and commanded, “Go to Enies Lobby. Wait there and track CP9 after their defeat.”
This first Animal Path summons was to track the elite secret intelligence agency of the World Government—C.P.9!
“Dock One has been destroyed—!”
“Evil pirates are fighting with the foremen of Galley-La!!”
“And that weirdo Franky is causing a ruckus there too…!”
Hearing the commotion outside, Nagato understood what was causing the elite residential area to be so noisy.
Water 7’s economy thrived on shipbuilding, with Galley-La being the city’s lifeblood. The destruction of Dock One was major news.
What caught Nagato’s attention even more was the mention of Franky: “Franky… I almost forgot about you.”
The event at Dock One brought Franky’s name to Nagato’s ears, reminding him that there was a bigger fish in the city than CP9.
Pluton, the ancient weapon!
With the Straw Hat Pirates arriving in Water 7 and Mayor Iceberg being attacked, Nagato knew CP9 would soon target Franky. He had to secure the blueprints for the ancient weapon before they did!

Franky was having a rough day.
Or, as he would say, this week was SUPER bad.
Returning from the black market, he found his Franky House in ruins and his beloved underlings beaten up.
After figuring out the situation, he went to confront the Straw Hats, but the fight with the rubber guy was interrupted by the Galley-La foremen, leaving him frustrated and without revenge.
Worse news followed: Iceburg had been attacked and barely survived, causing a scare. At the bar, Kokoro didn’t believe that the Straw Hats were behind the attack…
“Damn! Is she implying it was the government?” Franky’s mood worsened as he walked the streets with his sisters. “I’m not an idiot; I’ll be cautious, hmph!”
“Big Bro!”
“Big Bro!”
Amid the strong winds preceding the Aqua Laguna, Franky heard voices calling him. Looking around, he saw his underlings running over from the other side of the canal.
“Big Bro, did you avenge us?” asked the burly and rough-looking but cross-dressing Zambai.
Franky put his hands on his hips. “Not yet, because some idiots interfered, and he got away. Damn it!”
“Is that so…” Zambai scratched his head before telling Franky, “But I saw that long-nosed wimp fixing the ship alone. I thought you already dealt with the rest of them…”
“What?” Franky was surprised. Confirming with Zambai, he pushed up his sunglasses, his eyes gleaming with malice. “Having one of them makes it easy. We’ll use him to lure the others out!”
“Go to the main street and yell…” Franky instructed, “The long-nosed guy is with us. If you don’t want him at the bottom of the sea, come to the warehouse under the bridge!”
“Yes, Big Bro!” his underlings shouted excitedly. “Leave it to us!”
With that, they scattered.
Franky, along with the Square Sisters, headed towards the Going Merry, where the Straw Hats’ ship was docked.
“What a piece of junk,” Franky muttered after confirming with his sisters. “It’s already falling apart. They’re fixing it? What idiots!”
Two small black shadows flew out and embedded in the ground at Franky’s feet. With his comical slingshot, Usopp warned, “I don’t care who you are, apologize to Merry!”
“Huh?” Franky, whose modified arms were as large as a normal person’s torso, scratched his head with disdain. “Do you know who you’re talking to? I’m here to cause you trouble!”
“And!” Franky pointed at Usopp. “I’m the hidden hero of this city, the SUPER ship dismantler! What I said earlier is professional advice better than those Galley-La idiots can give!”
“Bastard!”
Usopp cursed, firing two lead bullets with all his might. “Merry is not junk! She’ll carry me across the entire ocean!”
Clang! Clang!
But Usopp’s attacks were deflected by the iron-plated front of Franky’s body.
“Is this long-nose crazy or something…” Franky found Usopp’s behavior odd. Normally, his Square Sisters would be chattering behind him, but it was unusually quiet. Turning around, he saw Kiwi and Mozu unconscious on the ground!
“Bastard, it was you…” Franky knelt to check their breathing and heartbeat. Both were normal, just unconscious. He turned to question Usopp, but before he could speak, his vision went black, and he collapsed.
Thud!
At the same time, Usopp also fell to the ground.
“Thanks for coming here, saving me a lot of trouble.” Rising from the ground, Nagato emerged. “Franky!”
