“Strong Hammer!”
In the warehouse under the bridge, Franky charged at Lucci, tearing off the fake skin glove to reveal his steel fist, and swung it at Lucci, only to miss.
“No matter how many times you try, the result will be the same,” Lucci said, using Kami-e to effortlessly sidestep Franky’s attack. “I thought you might be more trouble, but that fruit is wasted on you.”
When Lucci first saw Franky’s body turn into lightning, he was momentarily taken aback and felt uneasy. After all, Franky was already as strong as Blueno, and with the Rumble-Rumble Fruit’s power, they could be in serious trouble. However, as the fight progressed, it became clear that Franky wasn’t using the fruit’s abilities effectively, sticking to his old cyborg tactics, making it easy for Lucci to handle him.
“Kalifa, tie up that long-nosed one too. After all, he’s a pirate,” Lucci said, dodging another heavy blow from Franky while giving orders.
“Don’t underestimate me!” Franky shouted, his anger boiling over as he clasped his hands together and swung them down at Lucci.
“Soru!”
“Shigan!”
Lucci flashed behind Franky, striking his limbs with four Shigan thrusts to immobilize him.
Crackle…
However, Franky’s limbs turned into electricity.
“Oh, right!” Franky seemed to realize, “I can use this too suddenly!”
Electric currents surged through Lucci’s fingers, enveloping him in a million volts of electricity, causing him to convulse.
“Hmph…” Lucci grunted, stomping hard to propel himself backward.
He managed to escape, thanks to Franky’s lack of experience with his new fruit powers. If it had been Enel, Lucci would likely have been unable to stand up.
Seeing Lucci injured, Kaku stepped forward, ready to attack Franky, but Lucci stopped him. “No need, Kaku. I was careless. I can handle this alone. You search the warehouse for what we need.”
Kaku glanced at him, then nodded and began searching the warehouse.
“Who gave you permission…” Kalifa had already bound Usopp, standing in front of him. What angered Franky the most was Kaku rummaging through the place. Franky shouted at him, “To trample over someone’s memories like this?!”
“This place was once the workshop of the world’s greatest shipwright!”
A brilliant flash of lightning shot through the air!
“Not good… Kaku!” Lucci dodged to the side, realizing the lightning wasn’t aimed at him. He warned Kaku too late.
Thud!
Kaku collapsed to his knees, blackened, gasping for breath. “Truly… one of the strongest Devil Fruits…”
He coughed twice, spitting out blood.
“The speed of lightning is too fast. If that attack had been aimed at me, I might not have dodged it even with preparation,” Lucci thought, growing anxious. He noticed Franky becoming more adept with the fruit’s abilities. “I need a plan.”
“Hmm?” At that moment, he saw the Going Merry, pulled up from the sea by Franky and Usopp, docked nearby.
“Rankyaku!”
Lucci had an idea. He sent a flying leg slash at the ship’s crew quarters, severing it from the deck. He then leaped over, grabbing the detached room.
“Merry!” Usopp cried out in agony, helplessly bound on the ground.
Splash!
Lucci threw the room into the river, jumping in after it, causing a splash.
“What’s he doing?” Franky couldn’t see what was happening below the river, running towards it in confusion. “Is he a Devil Fruit user? Did he commit suicide?”
Of course not. Lucci was using the room as a container to collect more water!
“Geppo!”
The upside-down room acted like a giant bowl, sinking as more seawater filled it. Once it was sufficiently full, Lucci used Geppo to jump back up, grabbing several thick ropes from the warehouse and tossing them into the river.
“He’s going to use seawater against you!” Usopp finally realized Lucci’s plan and shouted a warning to Franky. “Franky, be careful!”
“Of course I know that!” Franky wasn’t dumb. He saw through Lucci’s intent, shooting two lightning bolts at him.
Crackle…!
Under normal circumstances, dodging lightning was hard enough for Lucci, let alone while holding a room full of seawater. He was struck, his eyes rolling back.
“Ugh… Ohhh—!”
Despite being enveloped in lightning, Lucci didn’t fall. Clenching his teeth, he dragged the water-filled room up and dumped it on Franky!
Splash—!
A torrent of seawater drenched Franky, spreading across the room, and rendering both him and Lucci powerless.
Lucci nearly lost consciousness from the electric shock but held on.
At that moment, a transparent circular door appeared, and Blueno emerged, having retrieved the Seastone cuffs from the bar.
“Blueno, cuff Franky quickly!” Kaku ordered as Lucci lay on the ground.
“Found anything?” Lucci asked, lying there but still conscious. Franky’s low-level abilities hadn’t seriously injured him, so he was just recovering from the paralysis.
“Nothing,” Kaku replied succinctly.
On the other side, Blueno subdued the incapacitated Franky, cuffing his ankles with Seastone since the cuffs wouldn’t fit his modified arms.
“Take them away.” Assessing their situation and gains, Lucci decided. “The mission in Water 7 is complete. Next, we’ll take Cutty Flam and Nico Robin to Enies Lobby for interrogation!”
Kaku, Blueno, and Kalifa nodded, lifting Lucci and dragging Franky and Usopp away swiftly.
