Of course, it can!
Didn’t Naruto Uzumaki in the original series manage to throw even the tough Wind Release: Rasenshuriken after extensive training? Similarly, in Boruto: Naruto the Movie, Naruto’s son, the grandson of the Fourth Hokage, also managed to throw the Rasengan!
So, after mastering the Rasengan with the APP’s accelerated training, Koshino restored his chakra while the Fourth Hokage was instructing Kakashi. He then prepared for more advanced Rasengan training.
