- Chapter 68 - How the Police Force Should Operate (Part 1)
The Police Force!
Once Uchiha Fugaku truly understood the immense authority that the Police Force wielded, he felt the urge to slap himself.
As one of the founding clans of Konoha, the Uchiha naturally had a prestigious aura and controlled a powerful institution like the Police Force, which had the potential to challenge the Hokage’s authority, yet they ended up being universally hated…
There are bad apples among the populace, too!
Fugaku didn’t believe his clan was too foolish. He thought it was more that their enemies were insidiously cunning, exploiting the Uchiha’s pride to their detriment.
Fine!
Skipping the unnecessary reasons, Fugaku, who had started thinking strategically, realized, with some hints from Uchiha Jin and discussions with Uchiha Shisui, the insidious design behind the Second Hokage granting them the Police Force.
The Uchiha’s inherent pride created a strong sense of distance from others. Their strict law enforcement only alienated the village, isolating the Uchiha clan from other Konoha ninja clans.
Over time…
The reputation of the Police Force and the Uchiha became tarnished. Even knowing this, Fugaku had no good solution before.
He understood his clan’s temperament well; unless led by someone with immense prestige, they wouldn’t change. The Police Force needed to build a positive reputation through fair and empathetic law enforcement.
But today was different…
Jin’s series of bold actions—eliminating the Root, killing Danzo, and pressuring the Hokage faction—had raised his standing within the Uchiha clan to its peak.
As long as Jin leads…
“What!”
Just as Fugaku anticipated Jin’s transformation of the Police Force, hoping it would help the Uchiha integrate better into Konoha and potentially claim the Hokage’s seat, Jin’s words left him stunned.
Fair enforcement? Empathetic enforcement?
Forget all that nonsense. If you don’t use your authority, it expires!
I seriously doubt if you’re a real Uchiha. How could our proud Uchiha clan accept such a weak and irresponsible approach?
Though Jin scolded Fugaku harshly, there was a glint of approval in his eyes.
Admittedly, Fugaku had been somewhat weak in the past, but reaching this level of thinking, even picking up on Jin’s casual hints, was commendable for a politically inexperienced ninja.
If Jin aimed to gain the villagers’ approval step by step, negotiate with Hiruzen Sarutobi, and eventually elevate a Uchiha to the Hokage position, there was a chance of success.
Congratulations, Fugaku! This idea could work!
But to Jin, this was a foolish plan. It would be like arguing with a fool, being dragged down to their level, and then beaten with experience.
Trying to compete with Hiruzen Sarutobi, who had manipulated Konoha for decades, with public opinion? Do you think his ‘Will of Fire’ is just empty talk?
Can anyone just cosplay as Mei Changsu?
Most importantly!
Hokage?
Anyone who wants that position can have it. As a transmigrator, Jin couldn’t stoop to such humiliating compromises for a mere village leader’s role.
And as the farmer of the Uchiha clan, what better way to train his underlings than through fire and blood?
Compromise and deception?
Not happening!
The Police Force’s existence was likely a product of Tobirama Senju’s conflicted mind. As Hokage, he had to treat all clans equally, but as a Senju, he carried a blood debt against the Uchiha.
Thus, the Police Force was created—a potential path to power that the Uchiha would never truly control.
Your character has issues, and you’re a political idiot who can’t become Hokage—blame me!
Thinking of Tobirama’s mocking smile, Jin couldn’t help but feel a bit of admiration for the inventor of forbidden jutsu.
A formidable person indeed!
But Tobirama could never have imagined the kind of chaos the Police Force would bring when it fell into Jin’s hands.
“First, we need to expand. The Uchiha clan doesn’t need to waste energy on trivial disputes. Hiring some external temps can handle those easily.”
“Bringing outsiders into the Police Force?”
Fugaku frowned. Even knowing the Police Force had issues, his clan’s pride made him reluctant to share power with outsiders.
“Are you stupid? Do you know what a temp is?”
Jin pointed at Fugaku, scolding him harshly.
“Noble Uchiha is spending a bit of money to hire some ordinary ninja for minor tasks—what’s wrong with that? Do you clean your own house?”
“How did you know… never mind…”
Fugaku instinctively defended himself, then quickly changed the subject.
“But where will the funds come from? The clan has some resources, but it’s too much to sustain long-term.”
He added quietly.
“Not long ago, you took a billion Ryo from the clan. Even though we’re the wealthy Uchiha, our liquid funds aren’t endless…”
“Don’t worry about such minor issues!”
Jin decisively crushed Fugaku’s hopes of getting more money from him, scolding him again.
“Doesn’t the Police Force have its own budget? Can’t you allocate a bit for this?”
Uh…
Seeing his plan rejected, Fugaku shook his head in resignation and explained.
“The village’s finances are controlled by Koharu Utatane. The Police Force’s budget has always been minimal, just enough for basic operations…”
Fugaku trailed off, sensing something odd, and looked up to meet Jin’s disdainful gaze.
“What is it…”
Fugaku felt lost under Jin’s contemptuous stare, unsure of where he had gone wrong.
Sigh…
Jin didn’t answer, but his overwhelming aura burst forth after a deep sigh.
“If you need more money, demand double from that old witch Koharu. If she dares withhold funds…”
“Then let her understand what it means when the local power is greater than the central authority!”
