Special Jonin were ninjas who excelled in specific fields, but overall, they weren’t as well-rounded as true Jonin. Jonin were more well-rounded, while Special Jonin were specialists. For example, Kurenai was at the Jonin level in genjutsu but not other areas. Hence, as a Chunin, she could become a Special Jonin but still had a significant gap before becoming a true Jonin.
As for Elite Jonin and Kage-level, Itsuki had hesitated. Elite Jonin was more of an honorary title for veteran Jonin or particularly exceptional Jonin, not an officially recognized rank. Officially, Jonin was followed directly by Kage-level. Below the Kage was Jonin, like Kakashi. Given the correct information, a Jonin could defeat a Kage. Ultimately, Itsuki decided to keep the separate levels because the gap between Jonin and Kage-level was too large. There was also the feeling that one moment they were Jonin, and the next, after donning the Kage hat, they became significantly more robust.
