The ‘Rotational Heaven Sword Technique’ was an improvised idea Hyuga Kyo came up with after acquiring Grass S-Maru.

Hyuga Kyo had faintly sensed that Furukado seemed off, but having never encountered a Lightning Clone, he couldn’t identify it as such. Thus, he didn’t realize that all the Jonin, including Furukado, were merely Lightning Clones.
At this point, Furukado and several other Jonin emerged from the shadows, having lost their clones.
