After leaving the infirmary, Yaffel went to Tsuru’s office.
Tsuru was still busy with paperwork, while Natayubis was helping organize documents. Yuska was not present.
“Vice Admiral,” Yaffel greeted.
Without looking up, Tsuru asked, “How is the boy?”
“His injuries are severe, but he’s out of danger,” Yaffel replied, pouring herself a glass of water and sitting on the sofa.
“Send him away once he recovers,” Tsuru said emotionlessly. She had saved many people before and always sent them off once they were healed.
“The boy is a Devil Fruit user and wishes to see you.”
This time, Tsuru looked up.
“A Devil Fruit user?”
“Yes, and he wants to become a Marine,” Yaffel confirmed with a nod.
“Bring him to me,” Tsuru ordered decisively. She didn’t have time for an ordinary boy, but a Devil Fruit user was different.
The Marines were now focusing on nurturing future pillars. Every division had received orders to pay attention to gifted children and Devil Fruit users.
Even Admiral “Black Arm” Zephyr was busy training new Marine recruits, showing how important this initiative was to the Marines.

Yaffel stood up and returned to the infirmary.
After a few minutes, Yaffel brought Foxy to the office.
With his head still bandaged, Foxy looked up at Tsuru behind the desk, a hint of amazement in his eyes.
Tsuru was beautiful, exuding a mature, strong-woman aura. Despite being over 50, she looked youthful and attractive, unlike the elderly woman Foxy remembered from the anime.
While Foxy observed Tsuru, she put down her quill and looked at him.
“What’s your name, boy?”
Tsuru smiled warmly, not putting on a stern face, recognizing that Foxy was still a child.
“I’m Foxy. Thank you for saving me,” Foxy replied, bowing despite the pain in his chest.
Tsuru nodded slightly, appreciating the boy’s manners.
“Glad to see you’re alive. Please, have a seat,” Tsuru said, pointing to the sofa.
Yaffel had left to prepare coffee and juice.
“I heard from Yaffel that you’re a Devil Fruit user and wish to join the Marines?”
Tsuru got straight to the point.
“Yes, I accidentally ate a Devil Fruit when I was a child,” Foxy nodded.
“How did you learn about Devil Fruits?”
“Uncle Kurt told me,” Foxy’s expression turned somber.
“Kurt?”
“An uncle from my village. He had done some business at sea, but now…”
“Sorry to hear that.”
The office fell silent for a moment, but Yaffel soon returned, placing a glass of juice in front of Foxy and a cup of coffee for Tsuru.
“What ability does your Devil Fruit grant you?”
Tsuru sipped her coffee, curious. Yaffel and Natayubis also looked at Foxy.
“The Slow-Slow Fruit.”
“A Paramecia type?” Tsuru guessed from the name.
“Can you demonstrate it?”
“I need someone to help me,” Foxy replied. He knew Tsuru was assessing his value, which would determine his future.
Foxy wasn’t very smart, but he wasn’t stupid either. He knew the difference between a valuable future and a mediocre one, and so did Tsuru.
“I’ll help.”
Yaffel volunteered, leaving her chair.
“Let’s see it then,” Tsuru nodded.
Foxy stood up, forming his left hand into an orchid finger.
“What do I need to do?” Yaffel asked, noticing the unusual hand gesture.
Foxy’s face reddened slightly. He had never shown anyone this gesture, except for the animals in the back mountain.
“I’ll release a slow beam. You’ll become very slow.”
As he spoke, Foxy shot out a pink beam of light, about the size of a baby’s fist, slowly flying towards Yaffel.
To Tsuru, Yaffel, and Natayubis, the beam moved very slowly, and Yaffel could easily dodge it multiple times.
But this time, Yaffel didn’t dodge.
The beam hit Yaffel, and her entire body slowed down, even her speech dragging out.
Tsuru’s eyes brightened, and she stood up, intrigued.

When the slow effect wore off, Yaffel returned to normal, her face showing disbelief.
“Try it on me,” Tsuru said, stepping beside Foxy.
“I need time to recover,” Foxy shook his head. He had reduced the cooldown from ten minutes to eight, but he felt uneasy looking at Yaffel.
The slow effect had lasted only ten seconds on her instead of the usual twelve. What did that mean?
Did it mean his power weakened against stronger opponents?
“Needs time to recover?” Tsuru frowned.
“Yes,” Foxy nodded, suppressing his doubts.
After a moment of silence, Tsuru spoke. “Your ability is powerful. Combined with strong combat skills, it can be decisive in a fight.”
Tsuru considered the potential of Foxy’s power. Properly utilized, it had limitless possibilities.
But such powerful abilities always came with limitations.

- Superhuman: Abilities like the Tremor-Tremor Fruit and the Op-Op Fruit, granting true superpowers.
- Body Enhancement: Abilities like the Rubber-Rubber Fruit and Spring-Spring Fruit, turning the body into special substances or objects.
- Creation: Abilities like the Wax-Wax Fruit and Biscuit-Biscuit Fruit, allow the creation of objects or substances from the body.
- Part Transformation: Abilities like the Paw-Paw Fruit and Swallow-Swallow Fruit, grant powers to specific body parts.
- Manipulation: Abilities like the Stone-Stone Fruit and Gold-Gold Fruit, allow control over specific materials.
The Slow-Slow Fruit seemed to fall between superhuman, part transformation, and manipulation categories.
Paramecia types also had a special subclass called “Special Paramecia,” akin to pseudo-Logias, like the Venom-Venom Fruit and Sticky-Sticky Fruit.
Logia types considered the strongest, allowed the user to become an element, rendering physical attacks ineffective unless the attacker used Haki, Seastone, or a counter-element.
Moreover, some Devil Fruits were categorized as god-tier abilities, universal abilities, and natural disaster abilities.
- God-tier abilities: Fruits like the Slow-Slow Fruit, Hollow-Hollow Fruit, and Hobby-Hobby Fruit, could incapacitate any opponent if hit.
- Universal abilities: Fruits like the Paw-Paw Fruit and Luck-Luck Fruit, offered versatile and powerful capabilities.
- Natural disaster abilities: Fruits like the Float-Float Fruit, Magma-Magma Fruit, and Ice-Ice Fruit, could cause widespread destruction.
Every ability had its drawbacks and relied heavily on the user’s physical stamina.
