Sengoku hoped to use Luffy’s life as leverage to make Marco submit and end the war with minimal casualties. However, Sengoku planned to imprison the remaining Whitebeard Pirates after accepting their surrender.
Marco, considering the circumstances, glanced at Luffy, Ace’s younger brother, and understood the precarious position they were in. The Whitebeard Pirates had no real power to negotiate; it was either surrender or annihilation.
Reluctantly, Marco nodded and announced the surrender of the Whitebeard Pirates.
Sengoku felt relieved when he saw Marco’s acceptance of the surrender. The war had come to an end, and the situation was finally under control.
