“The Shichibukai plan has officially been approved. Once we invite the first member, the rest of the plan will proceed smoothly.”
In the conference room, Sengoku was discussing the impact of the Shichibukai plan with high-ranking naval officers.
Implementing the Shichibukai plan would grant freedom and status to its members.
