“The Shichibukai plan has officially been approved. Once we invite the first member, the rest of the plan will proceed smoothly.”
In the conference room, Sengoku was discussing the impact of the Shichibukai plan with high-ranking naval officers.
Implementing the Shichibukai plan would grant freedom and status to its members.
But it was necessary, as those invited to be Shichibukai wielded dangerous power or influence.
Though they claimed neutrality, once their announcement was made, they would be seen as enemies by both the Navy and pirates!
