Nature is cruel.
Even in the somewhat comedic world of One Piece, this holds true.
Big fish eat small fish, small fish eat shrimp, and Hals eats everything.
Pouring a bottle of blue [Paralysis Elixir] into the water initially had little effect. However, after a while, Hals’s negative emotional points started to rise rapidly.

Hals believed Shanks would visit Windmill Village.
After all, it was rumored that Makino’s child belonged to someone.
But who could it be?
It must be Shanks.
So, did the child come after Luffy set sail? Did Shanks discuss life and dreams with Makino over a decade ago, with the child staying in her womb for ten years, even longer than Nezha?

The Sea King was a Sea King near Windmill Village, notoriously ugly, having eaten Shanks’s arm and the bandit king.
Though scared away, it was still formidable.
After all, it ate an Emperor’s arm and the bandit king, who was formidable enough to knock a bottle over the head of an Emperor and step on the future Pirate King.
Just kidding.
So, this meant Hals was close to Windmill Village.
He could swim or fly there.
But Hals didn’t know the way.
What if he flew in the wrong direction and got even farther away?
That wouldn’t do.
Hals thought for a moment and bought a water-based Level 1 magic spell.
Suddenly, he felt intense pain in his brain.
His brain trembled.
Feel the pain.
No, something strange was mixing in.
But Hals felt a splitting headache.
Or rather, it was a soul-crushing pain driving him to madness. He transformed into a dragon, thrashing about, stomping the ground with his dragon feet, and furiously flapping his wings.
