Weapons like guns were initially powerful but became less effective without special ammunition like Usopp’s.
Devil Fruit users, swordsmen, and those strong in physical techniques didn’t need ammunition, though swordsmen needed to maintain their weapons.
Zoro, for example, frequently polished his swords.
