Water Behind said he didn’t know about the Eight Great Devils, so he must not have participated in the final battle.
This means he wasn’t sealed within the Shikon Jewel and had been missing for a long time.
So why did he suddenly appear now?
And what exactly are Saints and God’s Right Seat?
Can God’s Right Seat oppose the Devil Lords?
He called himself Water Behind, and one of the Four Great Kings also controls water. Could they be related?

She sat alongside the Five Elders while Tsuru had to stand.

“And your guess is correct. The Four Great Kings were indeed the earliest Devil Lords. But as time passed and more Devil Lords emerged, they dropped the Four Great Kings title and were simply called the Eight Great Devils.”
The Five Elders and Tsuru processed Makima’s information. A bearded elder asked, “And what are Saints?”
Makima replied, “Individuals whose bodies are partially aligned with divine aspects. Such people are extremely rare, with fewer than twenty Saints throughout history.”
“No wonder Water Behind said he is ‘both a Saint and a member of God’s Right Seat,'” a younger elder sneered. “He’s rare among the rare.”
There were fewer than twenty saints, and God’s Right Seat had only four members. He was indeed rare.
Saints were partly aligned with divine aspects, and God’s Right Seat eliminated Original Sin. It sounded very religious.
One elder asked, “What does God represent?”
They would never claim the Celestial Dragons as gods. They knew better than to call the Celestial Dragons gods.
If a true god existed, they would not use the term for the Celestial Dragons.
“… I’m not sure,” Makima shook her head. “The era of the Four Great Kings was interrupted, and much information about God’s Right Seat and that era disappeared. It wasn’t until later that four more Devil Lords rose.”
“I come from that later period and only know some legends about God’s Right Seat and God.”
