The target earns the Administrator’s approval and leaves the orphanage.
The Administrator influences the target, loses hostility, and becomes an admirer, allowing Kabuto to control their mind.
If the target does not gain approval within a specific time, they cannot leave the orphanage and remain in a vegetative state in the real world.
The target’s body will exhibit signs of intellectual decline, dementia, or deep sleep.
The ability is potent.
However, the White Administrator is not under Kabuto’s control.
She has her consciousness.
She independently judges whether a target is worthy.
Kabuto can choose the target, but the Administrator decides if the ability is used.

Muzake raised the spear and threw it.
The spear pierced through the demonic Jugo’s defenses and lodged in his shoulder.
The tip exploded inside Jugo’s shoulder, injecting Kabuto’s chakra.
The White Administrator flew towards Jugo.
She opened her arms, emitting a holy light.
A phantom resembling Jugo floated out from the demonic Jugo.
It flew towards the Administrator’s embrace, shrinking to child-size.
The Administrator held him.
The demonic Jugo calmed down.
He stood motionless.
Muzake and the others couldn’t see the White Administrator.
Muzak could only sense her position.
Orochimaru was astonished.
He looked at Muzake: “Master, what did you do to Kabuto?”
Muzake smiled: “I just made them stand users, granting them stands.”
Orochimaru: “Are stands powerful?”

Muzake pointed to where the White Administrator was.
“She’s right there.”
Orochimaru infused chakra into his eyes.
