The villagers were full of complaints.
Danzo couldn’t hear them.

Danzo’s 30-million-ryo ironworks was a large blacksmith’s shop.
It could forge farm tools and such.
The engineer was nervous seeing Danzo’s crazed eyes.
“Sir, I really don’t know what’s going on.”
“Sai!”
Danzo roared.
“Find Sai for me.”
At that moment, Sai was in the Konoha forest.
In front of him was a masked man blocking his way.
He looked like a ninja from another village.
Was he here to kill Sai?
Sai pulled out his pen and scroll, ready to fight.
The ninja spoke.
“Please don’t fight.”
“I’m here to save you.”
Sai looked at him expressionlessly.
The ninja lifted his forehead protector, revealing the Sunagakure symbol.
Sai was wary.
Was Sunagakure trying to capture him?
The ninja continued.
“I am from Sunagakure’s Anbu, sent by Kazekage-sama to find you.”
Sai: “What do you want? Are you going to take me back for punishment?”
The Sunagakure Anbu shook his head.
“I already said I’m here to save you.”
“You escaped from Sunagakure.”
“Didn’t you find it strange?”
Sai: “What do you mean?”
The Anbu smiled.
“Didn’t you think it was too easy? From stealing the information to escaping, no one stopped you.”
“If you think it was because of your excellent espionage skills, you’re underestimating Sunagakure’s Anbu.”
“All your actions were under our surveillance.”
“What you got was what Kazekage-sama wanted you to take.”
Sai’s usually emotionless eyes showed a hint of shock.
“Are you saying…”
The Sunagakure Anbu nodded.
“Kazekage-sama wanted Konoha to build the factory.”
“Now that the goal is achieved.”
“You can come back with me.”
Sai: “Why?”
The Sunagakure Anbu asked him.
“How much did Danzo invest in the project?”
Sai didn’t know the exact amount, but it was significant.
I am building a fleet to catch whales, constructing factories, and making equipment.
The Anbu continued, “Such a large investment, if it fails, needs a scapegoat. Who do you think is suitable?”
Sai understood.
“What’s your name?”
“I have many names.”
